Assessment 3

Topic:                                  Written Report

Value:                                  40% of total grade for the unit

Word Limit:                     2500 words

Due Date:                          Sunday at the end of week 10 at 23.30hrs

This assessment is a case study on the food system in a specified country of your choice.

You will provide an analysis of the food system itself and the vulnerability of the food system to shocks such as climate change. Based on your analysis you will identify recommendations to strengthen the resilience of the food system. Finally, you will assess the extent to which public policies support resilience actions.  ‘Food security for all’ will be at the core of your analysis.

Chose a country that you are interested in and one that has enough enough reputable food, health and nutrition data available to undertake an analysis. For a more interesting and comprehensive analysis chose an area prone to food insecurity.

Use the following sources to ascertain if there is sufficient information and data to undertake the analysis for your country of choice.

  • The Food and Agriculture Organisation (FAO) Country Profiles website

http://www.fao.org/countryprofiles/en/

  • The State of Food Security in the World (2015) (FAO)

http://www.fao.org/hunger/en/

  • The Vulnerability Assessment Mapping (VAM) Shop: The World Food Program Food Security Analysis website.

  • The Global Nutrition Report (2016) – Nutrition Country Profiles

http://globalnutritionreport.org/the-data/nutrition-country-profiles/

  • Famine Early Warning Systems Network (FEWSNET) website– Mostly Africa – Includes Climate Trends Analysis

http://www.fews.net/

  • Household Economy Approach (HEA) website – Mostly local and sub-national reports

  • Independent research and reports.

You will use the Food Security Indicator and Policy Analysis Tool (FIPAT) Guidebook developed by the International Institute for Sustainable Development (IISD) as a framework for your analysis.

Please note that you will not undertake a detailed analysis as indicated in the guidebook as the tool is designed for national government policy makers. For this assessment the tool is only used as a tool to guide your analysis.

The FIFAT guidebook can be downloaded from,

https://www.iisd.org/sites/default/files/publications/fipat_manual_en.pdf

FIPAT adopts a food systems and resilience approach to understand and reduce the risks of community food security.

The Community Food Security Framework.

The framework takes the form of a spin wheel.  The analysis of the food system puts household food security at its core. The analysis starts at the centre of the spinwheel and works out.

  1. Household Food Utilisation
  2. Food Access
  3. Food Availability
  4. Supporting Resources and Services
  5. Supporting Organisations and Policies

Part 1: Introduction- Overview of Country and Food Security Situation

Provide a brief overview of the country and the food security situation in the country you have chosen.

Part 2: Analysis of Food System

Using the FIPAT Tool to guide you analyse the food system in your country of choice. (see page 12)

Part 3: Vulnerable the food system to shocks/risks such as climate change and actions to improve resilience.

The FIPAT Tool focuses only on climate change but this assessment looks more broadly at other risks specific to your country as well as climate change.

  1. Identify and outline the risks to the food system and food security in your country. Include climate change as one of your risks.
  2. Analyse the impact of these risks on each part of the food systems and therefore on food security.
  3. Make recommendations to increase the resilience of the food system and protect or improve the food security situation.

Part 4: Policy Analysis

Select and analyse two (2) national policies or programs that support the countries food system and food security.

For each policy outline:

  1. Name of policy or program
  2. Brief description of what the policy or program intends to do and its goals and objectives.
  3. Who is responsible for the policy or program (eg Government, Non-Government Organisation etc.)
  4. To what extent does each of the policies or programs support the resilience actions you have recommended.

 Part 5: Conclusion

Provide ‘key messages’ that you have learnt from your analysis.
